Designation State Program Manager - With Leading PetroChemical Client
Job Description
  • The SPM will report to the National Program Manager at the Delhi Office for overall program related details, especially on policy advocacy and partnership management.
  • S/he will be required to work in close coordination with other departments and team members at the Delhi Office for appropriate functions.
  • Scope of Work:
  • Advocacy & Partnership Management
  • Lead efforts to develop and maintain a high level of support to Department of Health, and other stakeholders as identified for effective implementation of the statewide school and anganwadi based deworming program.
  • Develop advocacy strategies for deworming program in Chhattisgarh, and their implementation, ensuring that the policy and advocacy priorities are aligned with and contribute to the Deworm the World Initiatives strategy to make deworming a sustainable intervention in long term.
  • In coordination with the Delhi Office, identify, engage and advocate with Government stakeholders at the state and district level for effective integration of deworming intervention in the annual work plans and Program Implementation Plans (PIPs) thereby ensuring sustainability of the program over time.
  • In coordination with and guidance from the Delhi Office, work with partners (including government departments and development partners) at the state level, to ensure effective integration of deworming within child health umbrella programs to leverage from the infrastructure provisioned under those.
  • Contribute to the development of policy briefs and other advocacy / communication materials to communicate Deworm the World Initiatives position as a technical assistance partner to the state, including providing specific inputs into advocacy strategy and campaigns.
  • Collaborate with state government, and partners to identify activities necessary for improved planning, implementation and monitoring of activities for alleviating intestinal worm prevalence in children across the state.
  • Provide technical assistance and evidence based support to the stakeholders in framing policies and implementing deworming program through initiatives like technical committees and act as a resource person/ agency as appropriate.
  • Strategic Planning
  • Develop and share strategic recommendations aligned to Chhattisgarh Governments programs on School Health and execute approved strategy and plans for Deworm the World Initiative in Chhattisgarh in coordination with the Delhi Office.
  • Lead and be responsible for the design of deworming program components to align with government efforts in order to improve and integrate deworming with existing program of Sishu Surksha Mah, WIFS, NIPI and RBSK in the state.
  • Lead the design and development of a sustainability plan for deworming efforts in the state and an exit strategy for technical assistance for donor and stakeholder requirements.
  • Lead and work with state team members to plan and organize a broad range of advocacy efforts, such as stakeholders meeting, dissemination opportunities for sharing program experiences and coverage results.
  • Work with the state team and other teams at the Delhi Office to build robust systems for field operations, especially related to trainings, community mobilization and independent monitoring.
  • Technical Assistance and Program Management
  • Lead the development of annual work-plans and budgets for submission to Delhi Office.
  • Share state program reports with Delhi Office on a monthly/quarterly basis to monitor progress on work plans, identify and correct performance problems and recommend solutions.
  • Share monthly financial reports to monitor progress with expenditures against budgets.
  • Lead training and other capacity building initiatives along with the state team for implementation of deworming program with utmost quality.
  • Supervise team members including full time and short term consultants, provide them technical and program guidance, monitor progress and report to the Delhi Office. Review and approve travel plans, fees and claims and ensure timely submission of accurate documents.
  • Oversee management of contracts and budgets as per Deworm the World Initiatives commitment to donors, with ultimate responsibility for ensuring programs are implemented within approved budgets and conducted in accordance with donor requirements.
  • Manage state budget in line with organizations standing financial instructions. Anticipate potential financial challenges to the project and seek advice / support as required.
  • Analyze and assess project performance, capacity and demand data to inform changes to project plans and share information with Delhi Office on a regular basis.
  • Assess, evaluate and document process and impact of the technical assistance to the state deworming program.
  • Others:
  • Oversee and manage prevalence survey activities in the state on behalf of Deworm the World Initiative as appropriate, including facilitating necessary approvals from government and sharing progress with stakeholders
  • Undertake other duties as necessary and assigned.
Desired Profile
  • Post graduate degree in social sciences, public health, health management or related disciplines.
  • 5-7 years of experience working with international organizations, state level governments, field level NGOs in Chhattisgarh.
  • Strong knowledge of public sector health systems and knowledge of school health programs (preferred).
  • Demonstrated successful experience in leading and managing program teams at state level.
  • Highly motivated to achieve exceptional quality of results, and the ability to manage multiple tasks simultaneously.
  • Strong program management skills and strict adherence to deadlines.
  • People skills- the ability to work with a multicultural and diverse team with various levels of training and understanding.
  • Ability to communicate effectively with people at all levels of the organization.
  • Strong interest in social programs and desire to be a part of a young and diverse team.
  • Program Management Skills:
  • Ability to manage tasks, teams, people and funds in such a way that budgets, schedules, delivery requirements, and staff resources are used efficiently and according to work plans.
  • Strong leadership skills to lead the team at state level with a hands-on management style and manage day-to-day administrative and human resource issues.
  • Proven ability to lead by example, whereby one is receptive to input from others and will respect, empower and energize teams.
  • Adherence to deadlines and timely responses to requests from Delhi Office, global teams, and partners.
  • Strong communication skills in both written and verbal, English and Hindi. Understanding of local languages is preferred.
  • Experience with creating budgets, keeping program expenditures in line with approved budgets and strategic focus, following financial policies and procedures.
  • Proven organizational and leadership skills and willingness to initiate actions and ideas with exceptional follow through.
  • Computer skills, MS office.
